This study aims to formulate a development model for the Journal Publishing Centre (JPC) at the State Islamic Institute (IAIN) Lhokseumawe through benchmarking. An exploratory sequential mixed-methods design was employed. Benchmarking was conducted at the JPCs of the State Islamic Universities (UIN) Syarif Hidayatullah Jakarta and Sunan Gunung Djati Bandung, and the results were compared with IAIN Lhokseumawe's JPC. Eleven informants, comprising JPC directors, editors-in-chief and journal editorial team members, were purposively selected. Qualitative data were collected through interviews, observation and documentation and analysed using an interactive model, while quantitative data from the Science and Technology Index (SINTA) database were analysed descriptively. The findings show that IAIN Lhokseumawe's JPC has improved its SINTA performance but still faces misaligned management and low intensity of Open Journal Systems (OJS) training. Benchmarking yielded a development model comprising six aspects: (1) strategy and planning, covering accreditation improvement, a new organisational structure, standard operating procedures (SOPs) and guidelines, formalised management and the regeneration of journal staff; (2) process management, focusing on staff regeneration within editorial teams and OJS management; (3) functionalisation of the JPC, including accreditation coordination, OJS maintenance, interface improvement and DOI activation; (4) performance improvement through committed management, effective communication, alignment with faculty targets and training of trainers (TOT); (5) output targets centred on the Directory of Open Access Journals (DOAJ) and international indexing; and (6) budget planning and management, including a reward and punishment system. The model offers a practical reference for Islamic higher education institutions seeking to strengthen their journal governance.
